Faleomavaega earned a B.A. in political science and history from Brigham Young University in 1966. He served three years in Vietnam. In 1972 Faleomavaega received a law degree from the University of Houston Law School in 1972, and an M.A. in law from the University of California at Berkeley in 1973. He served as administrative assistant to Chief A. U. Fuimaono, American Samoa's first elected non-voting Congressional delegate from 1973 to 1975. For the next six years Faleomavaega was a staff counsel to the House committee on Interior and Insular Affairs. In 1981 he became deputy attorney general of Samoa, and in 1985, he was elected lieutenant governor of the territory. A Democrat, he has represented Samoa in Washington since 1989, where he has served on the international affairs and the resources committees.
